According to Bullock and Coppola (2013), emergency response should be comprehensive in scope and should encompass all other aspects including both natural and artificial hazards that may threaten the life and property of a population. The wild animal incidence in Ohio required an emergency response plan in the sense that the impact threatened the lives of a population (pp. 12-13). As the study suggest, Sheffi (2015) noted that due to lack of adequate emergency response, many of the wild animals which escaped the zoo were killed (p. 4). If there was an efficient emergency response, then I believe the situation would have been managed more efficiently without killing those wild animals.

According to Haddow, Bullock, and Coppola (2013), community emergency response plan should contain contingencies for rare events such as dangerous wild animal escape from the zoo. Such contingency plans are essential since they lay out a plan on how to handle situations in which dangerous wild animals that can threaten the lives and security of a population escaped into the community (p.51).
