Why international communities avoid adding Somalia in its path to democracy

At the end of the semester each student will have to complete a global crime report on a freely chosen topic that relates to our class. You can extend on something you read in the weekly news stories or on a topic discussed in class, but you must provide new or in-depth information that was not covered already. Topics for the report (and publication) MUST be cleared with the instructor (just briefly tell me after class what you plan to work on) and must contain information from countries OTHER than the U.S.  Reports are expected to be 7-10 pages long (not including references and a cover sheet with your name and title of your report) and should be based on at least 8 different sources (research articles, research reports, websites, news articles, websites etc.). Please cite in APA format!
