Introduction

As a nation, after the Hurricane Katrina, we learned that even foreign threats could pose present dangers to the nation’s shores. In this case, a nation must maintain a constant vigilant and capable posture in the bid to protect itself against threats and evolving hazards. According to Onder, Gursoy, and Brahim (2010), the Hurricane Katrina reflected the impact of weak preparedness and response in the face of extreme natural disasters (p. 12). Moynihan (2009) further provides that it also reflected that natural disasters also have consequences and burdens over a nation. This means that we are all part of the natural disaster and its implications (p.112).

Mission 5 Goals

Mission 5 provides for ensuring resilience to disasters, and one of the goals include mitigation of hazards. Mitigation of risks is a nation’s responsibility, and it reflects the nation’s ability to withstand such hazards as the Hurricane Katrina. It provides the nation with a clear and precise understanding of the risks involved in the hazards as well as the amount of efforts required to reduce the vulnerabilities as well as the impacts on the communities as well as the nation as a whole. Some of the elements or objectives of this goal include mitigation of risks to the communities. In this regard, communities are part and parcel of the disasters and most probably the most affected. This goal provides for measures that may reduce the impact that a natural disaster can cause to a whole community. The other objective includes reduction of vulnerability of individuals and families. This goal is helpful in reducing the susceptibility of the people who are in situations that increase their vulnerability to natural disasters.

The second goal is ensuring an efficient emergency response. According to Hess, Orthmann, and Cho (2014), this goal dictates that the nation should always be alert to such hazards in case they arose. This means that the nation should strengthen the response capability nationally (p. 32). One of the primary element and objectives of this goal is to see that a timely and accurate information is given to the public. In this case, it should be spread so that there is no instance of the doubt. The other element includes conduction of effective disaster response operations. This will help the heightening of the people being on the lookout just in case the disaster befalls the nation. The last objective of this goal is the provision of suitable assistance to victims of the disaster.

Conclusion

According to Holguín-Veras, Pérez, Ukkusuri, Wachtendorf, and Brown, (2007), these elements were used in the Hurricane Katrina which proved successful. However, there were lessons learned as for instance enhancement of preparedness. The whole society should be ready to improve preparedness in case such a disaster strikes. For example, due to lack of proper preparation, there was a lot of miscommunication in between the local authorities as well as the federal officials due to bad and destroyed infrastructure (p.57). This caused a lot of devastation as it was even hard for the victims to be rescued on time.
